Model Panchayat win Panchayat Football Tournament

ITANAGAR, Oct 25: Model Panchayat Football defeated Jullang Panchayat football team 3-1 yesterday to win the first ever football tournament organized among seven panchayat segments under Capital Complex.

Chief Councillor of Itanagar Municipality Higio Aruni and ZPM Techi Mecha distributed prizes and certificates to the winner and runners up.

Techi Talar of Jullang Panchayat Football Team was adjudged as the “Best Player”.

Teams from all the seven panchayats, including Model Panchayat, Ganga-A Panchayat, Jullang Panchayat, Borum Panchayat, and Nirjuli Panchayat, Chimpu Panchayat, Ganga-B Panchayat and Lekhi Panchayat participated in the tournament.

 

BJP team returns to a warm reception

ITANAGAR, Oct 25: The state BJP team led by its president Tai Tagak, who returned state capital from ‘Sarhad Ko Pranam Yatra’, was given a warm reception at Banderdewa check gate today.

The State BJP team had left for Chaklagam, the last village of Anjaw bordering China, on October 19 and paid homage to the martyrs of 1962 Indo-China at War Memorial at Walong.

The team comprised of State Vice President Katan Kambo, General Secretary Tadar Dominic, Techi Necha, National Executive Member Wangman Lowangcha, Ramesh Kadaganchi, Mahila Presi­dent P Jamoh and Yuva Morcha President Dugh Saha, General Secretary Hinium Tachu.

The team also visited Dong where the first Sunrise of the country can be witnessed.

 

CM’s Trophy

ITANAGAR, Oct 25: The Department of Sports & Youth Affairs, Govt, of Arunachal Pradesh will conduct the Block (Constituency Level), District and State level Football and Volleyball Tournaments for Chief Minister’s Trophy for both Men and Women to hunt talents at grassroots level.

A volleyball match will be played at Indira Gandhi Park here on November 2 at 2 pm to mark the launching of the Football and Volleyball Tournaments for the Chief Minister’s Trophy.

Badminton tourney at Seppa from Nov. 21

ITANAGAR, Oct 25: A badminton tournament is being organized under the banner of East Kameng Officers’ Club at Seppa in East Kameng district from November 21 to 24.

The tournament will be held among the badminton clubs of greater Kameng, namely Tawang, Lumla, Jang, Dirang, Chingchung, Bomdila, Balukpong and Seppa in four different categories-- Mixed Doubles, Open (Doubles and Singles), Veteran Doubles, Sub-veteran (Double).

The tournament is being sponsored Jointly by Parliamentary Secretary Kumar Waii, MLAs Tapuk Taku and Tani Lofa.

A group of young elected representatives, including Jambey Tashi,  Purpa Tsering, Kumsi Sidisow, Tani Lofa, Tapuk Taku and Kumar Waii are expected to participate in the tournament in veteran category.

 

AEKYF sports meet begins

ITANAGAR, Oct 25: The first ever sports meet organized by All East Kameng Youth Forum (AEKYF) began at Seppa on October 22.

The opening ceremony was attended by NCP state unit vice president LK Yangfo, ASM and chairman of All Pipu Gyawepurang Panchayat Welfare Association Radha Flago attended the function.

The opening match was played between Jomoh FC and Sekong Abo in which the former defeated the later by 1-0 goal.

Eight teams are participating in the tournament.

 

ICDS Cell organizes DLMC meeting

PASIGHAT, Oct 25: With a mission to strengthen the ICDS activities in East Siang, a District Level Monitoring Committee (DLMC) meeting was held in the conference hall East Siang Deputy Commissioner here today.

Presiding over the meeting, Deputy Commissioner Nidhi Srivastava underscored the importance of the meeting and advised all to monitor all the ongoing schemes properly for their proper and successful implementation. He sought the cooperation of the Panchayat bodies for bettering monitoring.

The DC advised the DDSE and CDPOs to ensure quality of all food and edible items before distributing to the children. She also instructed the DDSE to direct headmasters, BRCs and CRCs to cooperate with the ICDS officials in their respective place of posting.

The meeting discussed on various issues, such as Special Juvenile Police Unit, Juvenile Home, Shelter homes for children and women in difficult circumstances, immunization on VHND, Referral services and health checkup, insurance for Anganwadi workers, Women’s Hostel and Old age pension etc.

The meeting was convened by Deputy Director, ICDS Cell Ponung Ering Angu and attended by HoDs of line departments like Police, DRCHO, DDSE, PD (DRDA), CDPOs and PRI members, Anganwadi and social workers. DIPRO

 

Global IDD Prevention Day observed at Khonsa

ITANAGAR, Oct 25: A seminar was organized at District Hospital Khonsa today as a part of the Global Iodine Deficiency Disorder Prevention Day observation.

Attending the seminar, District Medical Officer highlighted the objectives of observing Global IDD Prevention day. He requested the medical officers and health workers to conduct awareness campaign in their respective blocks on the advantage of consumption of iodized salt.

Deletion of voters’ name alleged

ITANAGAR, Oct 25: Claiming that a total of 1200 electors’ names, including 114 from Koryar village have been deleted from the voters’ list in Chambang area during special summery revision this year without proper verification, the Chambang Gangte Taraklangdi Intellectual Forum has requested the concern authority to look into the matter seriously.

 

ABCACYF demands for renovation of Banderdewa check gate

ITANAGAR, Oct 25: All Banderdewa Circle Anti-Corruption Youth Forum (ABCACYF) has demanded renovation of Banderdewa check post.

In a letter to the Capital DC, it reasoned, the check post at Banderdewa needs to be renovated in view of the public interest and smooth checking of ILP, vehicle registration etc.

Its other demands included, speed breaker near check gate, separate and proper footpath for pedestrians, construction of public toilets for both ladies and gents, parking system for heavy-light vehicles, commercial, non commercials, installation of high power tower light and installation of CCTV cameras inside and outside entry gate.

It also reiterated its earlier demand for fire service at Banderdewa.

 

KV No.1 wins district level Governor Quiz competition

ITANAGAR, Oct 25: Siddhart Goswami and Prachurya Gogoi both of class XI (Science), KV No.1, Naharlagun were declared winner in the District Level Governor Quiz Competition held at Govt. Hr Sec School, Naharlagun today.

Kr Swaswat Nayak of Class X and K Deepjyoti Sapkota of Class IX of VKV Nirjuli secured the second position and Debia Ronya of Class XII (Science) and Pura Yaro of Class XI (Science) of Govt. Hr Sec. School, Naharlagun won the third position.

Speaking on the occasion, Chairman of the quiz competition, T Tatan, highlighted the importance of participating in such event and asked the students to be dedicated towards their studies.

 

Consumer awareness campaign

DAPORIJO, Oct 25: The Department of Legal Metrology & Consumer Affairs, Daporijo organized a consumer awareness campaign at Taliha IB Campus today by displaying banners and posters, erecting hoardings, distributing booklets and demonstrating consumer items.

Ex-servicemen’s meet held

BOMDILA, Oct 25: The disaster management wing of West Kameng Deputy Commissioner’s office held a meeting with the Ex-Servicemen in the district here today to discuss and redress their grievances.

The meeting also enquired whether various welfare schemes/measures initiated by the central government are reaching to the ex-servicemen or not.

All the 66 ex-servicemen attended in the meeting stressed, among others, on the need to set-up a separate office for Zilla Sainik Board in West Kameng district covering West Kameng, East Kameng and Tawang.

The meeting was presided over by the Bomdila ADC and attended by Tongchin, DDMO, Captain Lobsang Monpa, president of ESMWAAP and widows of the ex-servicemen along with their family members.

 

Seminar on revival of credit cooperative held

AALO, Oct. 25: A seminar on revival of credit cooperative societies through marketing and microfinance was organized at the Conference Hall of ICAR, Basar yesetrday.

Kiron Kakoti, Member of Governing Council National Cooperative Union of India dwelt on cooperative movement, need for training programme to cooperative members and sensitizing the people on the benefits of cooperative sectors. He also assured to facilitate vocational training programme at Basar with the resource persons from Gauhati soon .

Eken Riba, former Minister was also present on the occasion and gave some useful tips to the participants.

Namchoom’s last rites to be performed on Oct 28

ITANAGAR, Oct 25: The last rites of former minister Indrajit Namchoom, who passed away yesterday, will be performed on October 28 at his native place Chewkham in Lohit district.

Construction of legislative assembly building stops

due to security concerns

ITANAGAR, Oct 25: The construction work of state legislative assembly building in Itanagar has been temporarily halted due to break down of law and order at construction site.

In the last one month incidents of attack on labourers and looting of valuable construction items have made life miserable for the construction agency. To make matter worse, repeated complaints to higher authorities including capital police and PWD (executing agency) has failed to evoke any response.

The situation is so worse that labourers have started to fled from construction site, which has led to halt in construction activity. The deserted construction site is now becoming meeting point for drug addict and criminals.

While talking to this daily Er. Vishnu Prasad, general manager of consortium (M/S Reniya enterprises lead partner & M/S Lotus construction company technical partner), which is constructing agency of state assembly building informed that fear has engulfed the labourers.

“From 15th of this month onwards incident of robbery, assault on construction workers has been going on. We submitted representation to Superiten-ding Engineer, Capital Circle (PWD) and capital police informing about these incident. However no security personnel have been deployed in the construction site,” said Er. Vishnu.

According to the report, on 15th of this month few unidentified local youth came to the site and carried out looting activity. They even physically assaulted labourers due to which many of them fled. On 17th, another group of youth forcefully occupied staff quarter by breaking down the locks. After that on 18th midnight wall of the store was broken and important construction material was robbed.

However situation took serious turn on 23rd October when a group of unidentified youth armed with sophisticated weapon and dao (traditional sword) entered labour camp at 3 AM in the morning. At gun point, they took away cash from construction workers and also looted construction equipment. One of workers received minor injury when miscreants put dao on neck demanding money. All these incidents have badly shaken construction workers and as night falls at assembly building site, the few remaining workers start fearing worst.

Initially estimated to cost Rs 41.03 crore, the state assembly building is one of the most prestigious infrastructure projects of state. The project is supposed to complete in March 2014, however inordinate delay in payment to construction agency along with hostile work atmosphere is delaying the project. Due to impediment, the revised estimate of project has gone upto Rs 90 crore, which also has not been yet approved by government of India.

“We are facing multiple problems at present. Besides dealing with security issues, we are also having financial problem. State government has not released bill and this is adding to our woes. We are spending daily around Rs 1 lac on labour payment and other expenditure. We desperately want to finish the project on scheduled time, but if this situation continues, it may not be possible,” said Er Vishnu Prasad general manager of the constructing agency.

He also added that numerous VIPs visit construction site and push for timely completion of the project, however, they never offer helping hand when it comes to addressing the security issue of labourers. State assembly building along with civil secretariat building is project of national importance. If these projects are not completed in scheduled time, it may badly hurt the image of state. Its time state govt officials wake up from deep slumber and create healthy atmosphere so that project can be completed timely.

Meanwhile, local citizen should also play their part and be agent of development instead of becoming bottleneck.

 

 

Centre approves construction of Itanagar bypass in principle

NEW DELHI, Oct 25: Union Minister for Urban Development Kamal Nath has approved in principle to construct the Itanagar bypass on the request of Chief Minister Nabam Tuki at a meeting in New Delhi today. He also assured the Chief Minister to extend full support towards improving the urban infrastructure scenario in the state. Tuki met the Union Minister to discuss various schemes of Arunachal Pradesh being implemented under the  Ministry of Urban Development (UD), Government of India.

While outlining the focus of the State Government in identifying and proposing relevant schemes for consideration by the UD Ministry GOI, Tuki said that his Government has focussed on developing state of the art sewerage, solid waste management and proper drainage systems in the various notified urban areas of the state. They reviewed the status of various ongoing and pending projects in the state in the presence of senior officials of the Ministry of UD, GoI.

Later, in the day, the Chief Minister called on the Union Minister of Water Resources Harish Rawat to discuss primarily the status of the Integrated Flood and Erosion Management Programme (IFREM) project, which has been submitted to the Ministry. The Union Minister informed that the same is being examined by the Central Water Commission and would be expedited soon for sanction. Rawat instructed senior officials of the Ministry to consider projects of his Ministry specially to cater to the forest areas of Arunachal Pradesh. He mentioned that such projects would help in maintain as well as enhancing the Green Cover of the state.

The Chief Minister was accompanied by Food and Civil Supplies Minister Kamlung Mossang in both the meetings.

 

 

Conference on Tibet’s relation with Himalaya commences

RONO HILLS, Oct 25: A conference on topic ‘Tibet’s Relations with the Himalaya’ Part-lll  organized by the Foundation for Non-Violent Alternatives(FNVA) in collaboration with the Dept. of Political Science, Rajiv Gandhi University started today in the conference hall of RGU.  The three days conference will conclude on October 27.

In the opening session, Dr. Nani Bath, Head of Department, Political Science, welcomed all the participants and gave the introductory speech on the establishment of the (FNVA).

Prof. Siddiq Wahid, former Director, Institute of Kashmir Studies, University of Kashmir, who also moderated the conference, gave keynote address on the main aspects of the topic ‘Tibet’s relations with the Himalaya’.  

In his opening remarks, Prof. Tamo Mibang, Vice Chancellor, RGU, termed Himalaya as our sentinel and talked on length about the age-old cultural and trade relations with Tibet. He also formerly declared the seminar opened.

Later, Sonam Joldan, made a PowerPoint presentation on his paper, ‘Tibet and Ladakh Historical Relations: Some important sustaining factors which was followed by joint presentation by  Dr.Nani Bath and Man Norbu on their paper ‘Tibets Relation with Tawang: A Factor for Chinese Claim and People’s Perception on it’.

The conference will witness various other intellectuals and scholars deliberating on various issues relating to the topic.

FNVA was established in 2009 to promote a better understanding of regional dynamics in the South Asian region, with special emphasis on the rising power of India and China and their implications on the region as a whole, and to enhance the quality of public discussion and offer viable analysis on critical issues in the region, particularly those affecting Sino-Indian relations through the promotion of dialogues. FNVA activities are grounded in the belief that every cultural religious tradition has appropriate non-violent methods for positive political, economic, social change both at national and international level. More delay feared in completion of bridge over river Sisiri

Roing, Oct 25: There is no sign of timely completion of bridge over river Sisiri connecting Dambuk with Aohali in East Siang district. This was informed by Dambuk Anchal Samity in a letter to Union Minister for Minority Affairs Ninong Ering during his visit to Lower Dibang Valley on October 20.

The work on the 100 metre RCC Bridge by Border Road Task Force (BRTF) began in September 2009. Till date the work is still to go a long way and it seems that the project is going to miss its deadline. In June last this year, Ering had visited Dambuk assuring the people that the bridge will see its completion by March 2014.

However, the work on several pillars of the bridge is still far from being completed, says Dambuk Anchal Chairperson Tokbom Saring demanding for early completion of the work.

People in Dambuk every year during monsoon season faces road communication problems caused by flooding waters from Sisiri and Dibang River. Therefore, there has been strong demand for early completion of bridge work over river Sisiri.

Further adding to the delay is the work on approach road from Dambuk and Aohali towards the bridge site, which is yet to start. As per sources, the work is being held up due to non issuance of necessary clearances from Ministry of Environment and Forests (MoEF).

To tide over the communication crisis temporarily, the Dambuk Anchal Samity suggested for a temporary bailey bridge over river Sisiri. This will provide relief to commuters’ at least during winters so that they are not forced to pay taxes for crossing the bridge built by private parties.

 

 

Incredible Arunachal and its glitches

The recently concluded second International Tourism Mart at Tawang organized by the Ministry of Tourism government of India to promote tourism sector of Northeast region particularly Arunachal Pradesh was indeed a redemption for the “ land of hidden paradise” (Arunachal Pradesh)’s tourism sector in marketing its potentials across the globe.

As Tourism Parliamentary Secretary PD Sona clearly mentioned that Arunachal Pradesh cannot be regarded as hidden paradise any more rather it is one of most sought after tourist destination in the world, he proudly proclaimed it while appealing Bollywood actor Vivek Oberoi to be part of tourism promotion of the state during Tawang Festival Curtain Raiser Programme.

Needless to say about the mystic beauty of Tawang and Arunachal, as ours is the land of snow clad mountains, perennial waterfalls, cascading streams, lush green valleys, colourful festivals, exotic flowers and unique arts and craft and rich culture and heritage etc. In our own eulogy we would unhesitatingly conclude “the beauty of Arunachal beckons tourists”, as the life in its all vivacity leapt out at every foreign and domestic tourist.

Moreover,  the beauty of our land casts spellbound over every tourist (foreign and domestic) who happen to land, many screamed out their heart with joyfulness after having glimpse of Tawang and its wall like surrounding  mountains. As an Australian delegate Madeliene Doherty exclaimed! “Wow this place is simply amazing; I am feeling like I am on top of the world”. Doherty further disclosed that hassle-free and unpolluted atmosphere of Tawang unlike other Indian cities is the one she loves the most.  Adding flavour to its natural beauty, the warm welcoming and hospitality nature of our people was equally applauded by every foreign tourist. “Wherever I go I found smiling and welcoming people, it’s pretty amazing to see such people out here,” said Florence Dominique a French tour operator.

As matter of fact, the Centre had gone extra miles in terms of focusing tourism promotion by ushering its commitment to bring developments at par with other parts of country towards the people of the region. Perhaps with this “committed to its people” attitude, the sobriquet of “unattended garden” will be expunged from region’s dictionary.  

However with the epilogue of ITM Tawang, wild excitement and blinking eagerness of foreign tourists have meekly receded. And mood of jovial and ecstasy had occupied by discontentment over the poor infrastructures and bottle -neck communication.

“No matter how potentially you are in tourism but unless there is uninterrupted communication and proper establishment of basic infrastructure development, the prospect of tourism is hard to achieve,” opined Michiko Wakita a Japanese travel adviser, who sent first Japanese tourists to Arunachal Pradesh way back in 1995.

Wakita  went on to narrate that once she met with an accident where she got hurt in her back bone, but saddest thing was there was no proper X-ray centre to examine her wound. According to her some foreign tourist especially Japanese are health conscious tourist. Unless there is proper health centers concerning to foreign tourists, I think any foreign tourist would reluctant to come, she added.

Apart from poor infrastructure and communication bottleneck, the foreign tourists were displeased over the poor hotel management and internet services at strategically important town like Tawang. “Hotels here only serve Indian and western food but we expect local and traditional one,” said Magnus Magnusson, a photographer from Sweden.

“Rather than trying to imitate western culture, people here should concentrate more on local and traditional way of life, which is why we are here,” exclaimed Magnus.

A Burmese tour operator also complained about poor telecommunication and internet service. “I am surprised! Communication and internet services are so poor here, how can one work in such situation? I have been trying to communicate with my relatives back home for the past couple of days, but I could not,’ rued Hla Aye, a Burmese tour operator. As the state tourism department has been hobbling through to achieve its goal, the bottle neck communication and poor management of infrastructures are the technical glitches which apparently remain as pain in its neck.  In fact more areas are needed to be taken care of, apart from the promotional spree in the national and international arena.

Nonetheless the Trans-Arunachal Highway project could egg new ray of hope to mitigate the bottle neck-communication. Let’s see how it can preen and caress, “The Last Shangrila on the earth”.

 

 

Talent Search 2013 kicks off in a colourful note

ITANAGAR, Oct 25: Talent Search 2013 organized by All Arunachal Private Schools Association (AAPSA) and Sahodaya, Itanagar was inaugurated by Lok Sabha Member Takam Sanjoy in presence of Deputy Speaker Jomde Kena and MLA Khamtok Lowang at Don Bosco Higher Secondary School, Jollang today.

Talent Search, the 5th of its kind, an initiative of AAPSA provides a healthy platform for the students of the private schools of the State to showcase their talents and get enriched through healthy competition. Speaking on the occasion, Sanjoy exhorted the students to keep pace with the changing world and said, “I am a jack of all trades and master of none.  However, today it is not enough to know a lot of things somewhat; one should really be a master. Talent Search is a platform for students to really excel in the talents they have.”  

Sanjoy lamented the present day tendency among students to overrule the teachers and said, “We need to get back to the roots of education and give teachers, principals and heads of institutions their rightful place of honour and respect.”  

The MP also called upon the students to take it to heart to learn English as well as Hindi seriously and be effective leaders of India which has its uniqueness arising from the presence of various races, languages and cultures.  

He congratulated AAPSA and Sahodaya for the taking such a noble initiative.  

Lowang exhorted the students to work hard to succeed in life.

“In these days of competition, it is not enough to succeed, but one must succeed well. “Earlier it was enough to be in top ten, now probably you have to be in the top five”, said Khamtok.  

He also called upon parents to take the responsibility of parenting with seriousness and determination.  

Kena called upon the teachers to be real idols to their students and be like Dr. S Radhakrishnan, a luminary in the galaxy of teachers.  

The Deputy Speaker also lamented some of the recent unfortunate incidents in certain educational institutions that have marred the image of the teaching community.

Earlier in the function, the guests, staff and students were welcomed by Fr. Philip SDB., the Principal of the Host School, Don Bosco, Jullong, Itanagar.

Illegal sand and boulder mining continue in East Siang

RUKSIN, Oct 25: Despite ban on mining of sand in river beds across the country by the National Green Tribunal (NGT), this illegal activity is being carried out in Arunachal Pradesh without any hesitation.

Sand mining and boulder excavation have many devastating traits.  It destroys the river beds, changes the course of the river, causes flood as well as erodes the banks. As such the ban on sand mining has generally been welcomed by all.

Disobeying the ban on sand mining, the trade is flourishing in parts of East Siang, especially in Debing area under Ruksin sub-division albeit illegally. Although a ban on sand mining was in place after the Supreme Court order, as stated by local people, the implementation had run into some problems.

The Debing area, beside the Rajakhana in its downstream, has been very badly affected by the amount of sand mining carried out by some vested businessmen of the area.

Some villagers confirmed that the exercise was being carried out by taking the consent of the whole village, yet the affects by the changing water flow is discounted.

While visiting river sites of Rayang and Debing area today, this correspondent saw rude and unscientific extraction of boulders, gravels and sandy materials from the riverbed. The Yeglong, Rayang, Jonekorong and Debing rivers are gradually changing its course towards the left bank. It is going to erode the left bank to make out space for its new course.

Indiscriminate extraction of boulders and sand gravel from Debing river bed is forcing the river to change its course which may pose great threat to the people living at downstream in near future.

The river is changing its course towards its right side which is affecting a large portion of fertile land under Ruksin circle, eroded the Beat Out Post (BOP) of Arunachal Police Battalion last summer.

The local villagers have expressed serious concern over unscientific quarrying rampant in the river bed for the last several years which has resulted in change of course of the river. Though the matter was brought to the notice of the authority concerned there had been no action to prevent the illegal activities.

Kaling Moyong, an Anchal Samity Member of Debing village said their people have been trying to control the sand mining trade, which going on unabated for a long time. But, some unscrupulous businessmen are habitually running the trade in the names of some leading persons of the area. Moyong doesn’t know whether royalty against the minerals collection goes to forest of mining department or not.

Same situation is noticed at Raneghat portion of Sinag river and other hilly rivers of Mebo sub-division. Unscientific extraction of boulder and sand gravel from the river beds is leading to change river course, which is posing great threat to the people living at downstream.

 

 

Public cry foul over highway alignment and planning

DAPORIJO, Oct 25: A mass public meeting was held at Rijo ground under the banner of Tagin Cultural Society (TCS) to discuss about the planning and alignment of Tran-Arunachal Highway (TAH) and burial cum cremation ground here.

The meeting attended by senior citizens, panchayat leaders, social activists and representatives from various associations, local market welfare committees, NGOs, colonies etc. has vehemently opposed the proposed alignment and planning of the TAH which does not touch Daporijo town. According to them the highway has been diverted to Dumporijo from one kilometer ahead of the Daporijo town.

Addressing the meeting, TCS President Tabu Paktung said that Tagin is one of the major tribes of Arunachal Pradesh  predominantly inhabiting Upper Subansiri district besides some other parts of the state. Being one of the most backward tribes of the country, the people of Tagin deserves the sympathy of the government in general and district administration and other development departments of the district in particular in the matter of implementation and execution of welfare measures being taken up by the central and state governments to uplift and provide basic minimum services to border rural people so as to enable them to participate and avail such benefits. The construction of Trans-Arunachal Highway is one such scheme of the government of India through PM Packages to provide connectivity to all district headquarters of the state with two lane road.

“Unfortunately, we have come to know that this economically important and ambitious two lane road is bypassing the Tagin area thereby depriving a major tribe of the state. The proposed alignment plan has reportedly been not allowed to enter the Daporijo town instead it has been diverted to Dumporijo directly from a point one kilometer short of reaching Daporijo. This act of deprivation of Tagin will defeat the very purpose of the policy and objectives envisaged by the Government of India while conceiving the idea of providing road network facility to all,” he opined.

The meeting unanimously decided to appeal to the authority concerned to modify the alignment of the road (TAH) so that it touches Daporijo town. The meeting further decided to launch democratic movement if the demand was not met.

 

 

SSC organizes awareness prog on energy conservation

ITANAGAR, Oct 25: Sitam Sicho Society (SSC) organized awareness programme on energy conservation and use of renewable energy at Govt. Degree College, Yachuli yesterday.

Attending the programme as chief guest Yachuli Additional Deputy Commissioner Yowa Topu highly appreciated the initiative taken by BEE, APEDA and Sitam Sicho Society and advised the participating students to practice the energy conservation methods imparted by resource persons.

Principal of the college Dr. Hage Lasa also attended the programme.

The resource persons were Deputy Director, APEDA, Yachuli Division Bengia Tadap and Project Officer, APEDA, Koloriang Hina Ajan Nabam. The programme was coordinated by Dr. Upen Techi Tara, Assistant Professor.

An interactive session was also held between the students and resource persons to clear doubts.

Around 250 students of college attended the day-long programme.

A similar programme was also organized at Frontier School, Hapoli today where Lower Subansiri Deputy Commissioner Marnya Ete and DMO Dr. Moli Riba attended.

The DC advised the participating students to practice simple energy saving tips in their home, school etc by switching off the light as and when not in use and opt for renewable energy as an option.

Likha Tatam, Secretary, Sitam Sicho Society expressed gratitude to Bureau of Energy Efficiency and Arunachal Pradesh Energy development Agency for giving an opportunity to be associated in this noble initiative and appealed to the participating students to practice energy conservation methods and also to propagate the same to their friends, families, relatives etc to conserve energy by using renewable energy as much as possible because fossil fuels are estimated to be exhausted within this century.

The Secretary, Sitam Sicho Society strongly urged Govt. of Arunachal Pradesh to give more emphasize on renewable energy which is abundantly available in nature by enacting Renewable Energy Policy in the State of Arunachal for sustainable development.

The students of Padi Lailyang Memorial School, Ziro and Frontier School, Hapoli participated in the programme and also they interacted with the resource persons.

The programme was coordinated by MB Bista, Principal, Frontier School. Resource persons were Bengia Tadap, Deputy Director, APEDA and Hina Ajan Nabam, Project Officer, APEDA.

 

 

NBCC has a poor track record in Arunachal: AACWA

ITANAGAR, Oct 25: Claiming that National Building Construction Company (NBCC) has a poor track record in Arunachal Pradesh, All Arunachal Contractors’ Welfare Association (AACWA) has strongly opposed the state government’s proposal to involve the construction company in the recently announced Rs. 819 Crores package under Ministry of Rural Development.

NBCC has a poor track record in the state and the construction company has fled the state leaving many projects undertaken by it unfinished, the AACWA claimed.

Advocating for shouldering the task to state RWD, the AACWA stated that the state RWD department with enough men power, machineries and technical expertise has been successfully implementing the PMGSY road and bridge schemes in the state.

Saying that non-technical departments, like education, tourism, Sports and Youth Affairs and Arunachal Pradesh Police and Housing Welfare Corporation etc. have their own engineering wing thereby undertaking various projects by itself which it said is incurring heavy loss to the state exchequer, AACWA suggested the state government to direct the entire non-technical department to deposit various schemes to work department for successful implementation.

Demanding the IT Director to give technical relaxation to local IT and outside firms, it said that the criteria given in the tender notice will be very difficult for even global IT players to fulfill. “And also the Earnest Money Deposit (EMD) should be relaxed to 1% as per CPWD Manual,” it said.

Further, it requested the Director IT to postpone the tender process for another one month so that the intending contractors could manage/ prepare all requisite qualifications as sought by the department.

 

 

Follow ideals of Vivekananda : Paliwal

KHONSA, Oct 25: Arunachal Pradesh Chief Secretary HK Paliwal appealed to all to follow the ideals and teachings of Swami Vivekananda, the greatest son of India.

Attending the 150th birth anniversary of Swami Vivekananda at Ramakrishna Sarada Mission School here, Paliwal said that today the greatest call of the nation was character building. He further told the huge gathering that India was at the threshold of becoming the most powerful country but expressed apprehension that it might take a little longer for that to materialize given the present scenario in the country.

In her keynote address, the General Secretary of Sri Sarada Math and Ramakrishna Sarada Mission most revered Pravrajika Amalaprana Mataji mesmerized the audience with her learned talks.

She highlighted the tremendous contributions made by Swami Vivekananda towards humanity and described Swamiji as an ocean of love and a great reformer.

She also released a book titled ‘Jyotir Gamaya’ to mark the occasion and lit lamps to signal the inauguration of the 3-day-long programme.

The former Member of NEC and a friend and well-wisher of RKSM School, Khonsa PP Srivastav said that Swamiji wanted India to be the most powerful country in all spheres and charted out a logical way to achieve the goal. He also said that Swamiji advocated to imbibe all the good virtues in other cultures of the world and received loud applause from the students for his interesting anecdotes and stories.

Earlier, the Vice President of the managing committee Pravrajika Atandraprana gave an overview of the commemorative programme and asked all to participate with great enthusiasm.

In the afternoon session the Speaker of Arunachal Pradesh Wanglin Lowangdong in his thought-provoking deliberation said that Swamiji united the whole country and revolutionized India with his fiery talks and practical message.

Lowangdong said that Vivekanda built a bridge between the Oriental and the Occidental worlds and worked towards spread of education.

Dr. TGK Murthy, former Director, ISRO said that Swamiji awakened the entire nation from the slough of despondency and credited Swamiji for popularizing the Indian philosophy and her rich spirituality in the whole world.

The Secretary of RK Sarada Mission, Indore Pravrajika Amitaprana held the entire audience spell-bound with her narration of short stories.

Dr. Sweta Pegu, HoD of English, Guwahati University eloquently spoke on the subject ‘man making education in the modern context’ and liberally quoted a number of Swamiji’s sayings.

The day-long programme was marked by classical dance by the world famous Kathak dancer Rijuta Som and her partner. A cultural programme was also staged by the students, past students and the various tribes of the state.

The programme was attended by Tirap Deputy Commissioner Kamlesh Kumar Joshi, SP Vikramjit Singh, Ofiicers of 1st AR, CRPF, 117Infantry Brigade, BRTF, HoDs, Monastic sisters of various centers in India and public.

On the same day the Chief Secretary interacted with the HoDs at the DC’s conference hall.

He asked the HoDs to work with a missionary zeal and urged the development departments to effect extension work in the villages. IMC ready to fight HIV/AIDS

ITANAGAR, Oct 25: Chief Councillor of Itanagar Municipality Higio Aruni has assured all possible help from her side and Itanagar Municipal Council in fight against HIV/AIDS in the state capital.

Attending a one day advocacy and sensitisation programme on HIV/AIDS for the counsellors of Itanagar Municipal at Naharlagun today, the chief councillor sought help from all the stake holders to control the epidemic. She also expressed serious concern over the rising trend of HIV cases in the state capital which has gone upto 124 out total 213 reported in the state.

APSACS Project Director Dr. S Kakoty in his keynote address urged all the municipal counsellors in the state capital to include HIV awareness programme in all their public speech so that people become aware of HIV.

Attending the programme as the Resource Person, Dr. L Jampa, State Epidemiologist, through PowerPoint presentation highlighted the origin of HIV and present scenario of HIV at state, national and global level. He also highlighted the routes of HIV/AIDS transmission and its prevention. He asked people to do away with the myths and misconception of HIV.

APSACS Deputy Director (IEC) Tashor Pali stressed the roles and responsibility a counsellor can play in HIV/AIDS prevention. Being Public leader, counselors can motivate people to remain safe and also organize awareness campaign involving volunteers, he said.

“Municipality body can also incorporate HIV/AIDS topic in all public rallies and meeting at the same time also sensitize their staff under Municipalities on HIV/AIDS. They can also incorporate HIV/AIDS actvity in ongoing schemes/Programs by including IEC activity on HIV/AIDS in house publications,” he added.

Earlier, on the occasion, Yumrin Nokpka, Generel Secretary of Arunachal Network of Positive also shared his experience of living a positive life. He urged everyone not to discriminate people living with HIV while expressing his commitment to work for the cause of HIV prevention.

“There should not another Yumrin Nokpa in the state while urging everyone to remain safe,” he added.

 

 

Annual School Week of Ziro Valley School concludes

ZIRO, Oct 25: The annual school week celebration of Ziro Valley School (ZIVAS) concluded successfully today with distribution of prizes to champion and runner-up houses in its school premises.

Attending the concluding function, Lower Subansiri DDSE Yumlam Tana suggested students and the teaching staffs to be punctual and to maintain discipline in school as well as in personal life.

Mentioning the saying “time is fleeting and life is short”, he asked students not to lose their onetime opportunity of study to achieve their goal and to take full advantage of good learning in the school.

Major Sandeep Singh Commanding Officer of 85 RCC GREF, while suggesting students and teaching staff for maintaining discipline assured to extend support to ZIVAS in the field like medical aids for the healthy development of school.

Attending the function as special invitee Padi Grayu, Chairman, Private School Association of Ziro also spoke on the occasion. Among other Dr. Hage Taker, SMO, Chiging Tangun, Dist Planning & OOSC Coordinator and Bei Tal, Gender Coordinator attended the closing ceremony.

Training on e-Governance Project Lifecycle ends

ITANAGAR, Oct 25: The Department of Information Technology, Govt. of Arunachal Pradesh, in collaboration with National Institute of Smart Government organized a five days specialized training program on “e-Governance Project Lifecycle” (eGLC) at a city based hotel here from October 21 to 25for the middle level state officials.

Inaugurating the training program, IT Secretary Gaken Ete stressed on the importance and value of Information Communication Technology (ICT) in today’s world.

Ete said that while the country is advancing tremendously in technology e-governance has given Arunachal Pradesh an opportunity to march forward along with other developed states. He said that IT has become essential as it bridges the gap between people and the government departments.

The specialized training program is the first of its kind in Arunachal Pradesh and is a part of series of training programmes under Capacity Building Scheme of National e-Governance Plan (NeGP).

Sixteen participants from various departments of the state attended the program.

The training was imparted by senior empanelled speakers of NISG from Delhi.

Another five days training on ‘Project Management’ will be held during December next under the same scheme.

Laa Talar beat Rishab Sharma of Assam 21-13, 21-10 in the singles while Talar pairing with Jokom Ribya beat the duo of Nitish Bora and Kasyab Neog 21-16,21-17 to settle the match in their favour.

The host team, however, lost 0-2 to Assam in Junior Girls Team Championship for Safi Qureshi Cup.

Assam’s Asmita Chalia beat Laa Yajum of Arunachal 21-12, 21-13 in singles and Ningshi B. Hajarika and Bornali Konwar of Assam beat the pair of Pinki Karki and Taring Yania 21-19, 21-13 in doubles.

Shift burial ground

Dear Editor,

Through your esteemed daily, we would like to share our grievances regarding cremation ground of polo colony Daporijo. As dwellers of this particular colony, we face lots of problem like health problem because of cremation of dead body. It also causes air pollution. Inspite of such serious problem, no one dare to raise a voice. Therefore, we support demands of "All Tagin Students Union"(ATSU) and also appeal to concern authority to shift the burial-cum -cremation ground to suitable place.

Poor are worst sufferer

Dear Editor,

It was truly heart touching to read the article of one Nini Ete published on 23rd October under the headline “Otherside of bandh.” I would like to add few lines in the subject.

The people of Arunachal and the various organizations in particular seems to have steeled their idea that bandh call is the only way to harass the government to concede their demands. The leaders of the various organizations seem to lack apathy for the common people who are in-fact the worst affected during the bandh call days. While the government employees take the day off to rest at home and criticize the organization over cup of tea, it is the daily wage earner like taxi driver and small business owner who suffer most as they watch their meager saving sink a notch lower. It is the poor people in need of medical service and student trying to catch their flight or train on time who bear the brunt of the bandh call. It is reasonable enough to assume that the decision for bandh date is tailored by the organization leaders to suit their schedule. It would be very empathetic of them to also release statement to allow movement of people in medical case and student catching their flight or train. Such prior notice would not only instill confidence of safely in the mind of the public but also win the heart of the public.

Let us end this letter with not just sympathy for case like Nini Ete but also make the bandh call more bearable for the commoner.

A welcome step

Dear Editor,

Through the column of your esteemed daily, I would like express gratitude to Chief Minister of Arunachal Pradesh Nabam Tuki for being kind enough to introduce the concept of “House Rent Allowance” (HRA) for the first time in Arunachal Pradesh for the state government employees vide No. FIN/E-II/08/2013/445, Dtd.

01/10/2013. Let’s put up our hand for all those behind the scene people who were directly or indirectly responsible for materializing this landmark order.

Although the central government and the central PSU employees were availing the above facility since long time back, but it is for the first time that the Arunachal Pradesh state government employees shall be enjoying the above facilities at par with their central government counterparts. This act of magnanimity on the part of the state government has proved that the present government under the leadership of Nabam Tuki is indeed a people friendly government and that it is very much alive to the pain and agonies of its people.

The fact that huge number of government employees are deprived of suitable government quarters and hence are living in the rented accommodations in all over the districts of the state in general, and the capital city of greater Itanagar in particular has been gracefully accepted by the  Chief Minister in the floor of the state Assembly on 21/09/2013. Now, this act of sanctioning of HRA for the state government employees is a befitting step towards mitigating the woes of its employees and it shall surely provide some respite to the state government employees, who are otherwise shelling out exorbitant amount of house/room rents every month from their hard earned monthly salaries.

With Dussehra, Eid and Diwali, October and November is the months of festivities; and at this hour of spiritualities, celebrations, lights, colours and joy all around, the government couldn’t have given better festival gift to its employees than the sanctioning of HRA. I am sure the state government employees shall reciprocate this noble gesture of the government positively by rededicating themselves to their duties with more vigour for the larger interest of this state as a whole.

Immediately submit fact finding report

Dear Editor,

Arunachal Against Corruption (AAC) calls upon the Deputy Commissioner, Kurung Kumey to immediately submit fact finding report of misappropriation to the tune of Rupees 12.49 Cr under centrally sponsored scheme for construction of girls hostel at Palin block under ministry of Tribal Affairs by Executive Engineer and Assistant Engineer, Palin PWD Sub-Division.

The government of India under ministry of Tribal Affairs had sanctioned an amount of Rs. 12,49,00,000.00 (Rupees Twelve crore forty nine lakhs) for the construction of RCC double storey ST Girls Hostel for 40 boarders in 10 schools under Palin block in Kurung Kumey district. The construction was carried out by PWD, Palin Sub-division under Sangram PWD Division.

An amount of Rs. 6, 24, 50,000.00 (Rupees six crore twenty four lakhs fifty thousand) was released vide order no. SWCD-324/2011(MoTA)Pt-V dated 20.03.2012 as 1st installment, which has been fully withdrawn without doing any major work by executing agency which is PWD, Palin Sub-division. In some schools instead of sanctioned construction of RCC G+l building, SPT building unit have been built in complete violation and thereby committing criminal breach of trust by public servant in falsification of bill and financial misappropriation.

In this regard, we the member of Arunachal Against Corruption (AAC) had complained to the secretary, Department of Social Justice & Tribal Affairs, who had then ordered vide no. SJTA/100/2013 dated 5th June 2013 to the Deputy Commissioner, Kurung Kumey to submit the fact finding report within one month, subsequently reminder letter and order no. SJTA/100/2013 dated 22nd August 2013 and 7th Sept. 2013 have not yielded any report till now.

It's been more than four months since the enquiry report was ordered to the Deputy Commissioner, Kurung Kumey for submission to the secretary, Social Justice & Tribal Affairs. The long period deliberately given have been used for erection of some sub standard structure in some schools. In this meantime we are subjected to intense pressure of intimidation and lure of money to withdraw the complaint.

We therefore call upon the Deputy Commissioner, Kurung kumey to immediately submit its facts finding report, lest, we would be compelled to launch vigorous democratic movement and litigation in hon'ble high court.

Whatever issues come in news from every corner our state through your esteem readers’ forum should be highlighted in front page of your paper with more detail about the topic, because most of the issues are of fact/truth faced by our citizen. For example, education minister talk about quality education almost in every public gathering but everybody knows about reality better than me. Many societies/organizations have been raised many questions regarding our education system through readers forum. Without infrastructure like Lab, Library, bench, desk, classroom, teacher, book so on, how education minister can talk about quality education without these facilities, you tell me can it be happen?

Indo-China relation to get better

India and China have signed an agreement on border defense co-operation after a stand-off between their armies in disputed territory earlier this year. The deal aims to improve communication between the two armies. The agreement was signed during Prime Minister Manmohan Singh's visit to Beijing. Chinese Premier Li Keqiang at the time of signing agreement had expressed hope that it would help maintain border "peace, tranquility and stability".

The two countries disagree over the demarcation of several Himalayan border areas and fought a brief war in 1962. Tensions still flare up from time to time. Both sides are keen to ensure that the spat does not derail a general warming in relations. This event is welcome news for people of Arunachal. The incident of incursion inside Arunachal territory by Chinese army had given heartache to many citizens. The fear of repeat of 1962 like situation does not augur well for our state. Arunachal need to catch up with rest of the world in terms of development and therefore we have to create congenial atmosphere to attract investment. It is hope that visit of Prime Minister Manmohan Singh to Beijing will soothe the relation between two nation which will directly have impact on state like ours which shares international boundary with China.
