ICDS Cell organizes DLMC meeting
PASIGHAT, Oct 25: With a mission to strengthen the ICDS activities in East Siang, a District Level Monitoring Committee (DLMC) meeting was held in the conference hall East Siang Deputy Commissioner here today.
Presiding over the meeting, Deputy Commissioner Nidhi Srivastava underscored the importance of the meeting and advised all to monitor all the ongoing schemes properly for their proper and successful implementation. He sought the cooperation of the Panchayat bodies for bettering monitoring.
The DC advised the DDSE and CDPOs to ensure quality of all food and edible items before distributing to the children. She also instructed the DDSE to direct headmasters, BRCs and CRCs to cooperate with the ICDS officials in their respective place of posting.

Construction of legislative assembly building stops
due to security concerns

ITANAGAR, Oct 25: The construction work of state legislative assembly building in Itanagar has been temporarily halted due to break down of law and order at construction site.
In the last one month incidents of attack on labourers and looting of valuable construction items have made life miserable for the construction agency. To make matter worse, repeated complaints to higher authorities including capital police and PWD (executing agency) has failed to evoke any response.
The situation is so worse that labourers have started to fled from construction site, which has led to halt in construction activity. The deserted construction site is now becoming meeting point for drug addict and criminals.
While talking to this daily Er. Vishnu Prasad, general manager of consortium (M/S Reniya enterprises lead partner & M/S Lotus construction company technical partner), which is constructing agency of state assembly building informed that fear has engulfed the labourers.
“From 15th of this month onwards incident of robbery, assault on construction workers
has been going on. We submitted representation to Superiten-
According to the report, on 15th of this month few unidentified local youth came to the site and carried out looting activity. They even physically assaulted labourers due to which many of them fled. On 17th, another group of youth forcefully occupied staff quarter by breaking down the locks. After that on 18th midnight wall of the store was broken and important construction material was robbed.
However situation took serious turn on 23rd October when a group of unidentified youth armed with sophisticated weapon and dao (traditional sword) entered labour camp at 3 AM in the morning. At gun point, they took away cash from construction workers and also looted construction equipment. One of workers received minor injury when miscreants put dao on neck demanding money. All these incidents have badly shaken construction workers and as night falls at assembly building site, the few remaining workers start fearing worst.
Initially estimated to cost Rs 41.03 crore, the state assembly building is one of the most prestigious infrastructure projects of state. The project is supposed to complete in March 2014, however inordinate delay in payment to construction agency along with hostile work atmosphere is delaying the project. Due to impediment, the revised estimate of project has gone upto Rs 90 crore, which also has not been yet approved by government of India.
“We are facing multiple problems at present. Besides dealing with security issues, we are also having financial problem. State government has not released bill and this is adding to our woes. We are spending daily around Rs 1 lac on labour payment and other expenditure. We desperately want to finish the project on scheduled time, but if this situation continues, it may not be possible,” said Er Vishnu Prasad general manager of the constructing agency.
He also added that numerous VIPs visit construction site and push for timely completion of the project, however, they never offer helping hand when it comes to addressing the security issue of labourers. State assembly building along with civil secretariat building is project of national importance. If these projects are not completed in scheduled time, it may badly hurt the image of state. Its time state govt officials wake up from deep slumber and create healthy atmosphere so that project can be completed timely.
Meanwhile, local citizen should also play their part and be agent of development instead of becoming bottleneck.
Centre approves construction of Itanagar bypass in principle
NEW DELHI, Oct 25: Union Minister for Urban Development Kamal Nath has approved in principle to construct the Itanagar bypass on the request of Chief Minister Nabam Tuki at a meeting in New Delhi today. He also assured the Chief Minister to extend full support towards improving the urban infrastructure scenario in the state. Tuki met the Union Minister to discuss various schemes of Arunachal Pradesh being implemented under the Ministry of Urban Development (UD), Government of India.
While outlining the focus of the State Government in identifying and proposing relevant schemes for consideration by the UD Ministry GOI, Tuki said that his Government has focussed on developing state of the art sewerage, solid waste management and proper drainage systems in the various notified urban areas of the state. They reviewed the status of various ongoing and pending projects in the state in the presence of senior officials of the Ministry of UD, GoI.
Later, in the day, the Chief Minister called on the Union Minister of Water Resources Harish Rawat to discuss primarily the status of the Integrated Flood and Erosion Management Programme (IFREM) project, which has been submitted to the Ministry. The Union Minister informed that the same is being examined by the Central Water Commission and would be expedited soon for sanction. Rawat instructed senior officials of the Ministry to consider projects of his Ministry specially to cater to the forest areas of Arunachal Pradesh. He mentioned that such projects would help in maintain as well as enhancing the Green Cover of the state.
The Chief Minister was accompanied by Food and Civil Supplies Minister Kamlung Mossang in both the meetings.

More delay feared in completion of bridge over river Sisiri

Roing, Oct 25: There is no sign of timely completion of bridge over river Sisiri connecting Dambuk with Aohali in East Siang district. This was informed by Dambuk Anchal Samity in a letter to Union Minister for Minority Affairs Ninong Ering during his visit to Lower Dibang Valley on October 20.
The work on the 100 metre RCC Bridge by Border Road Task Force (BRTF) began in September 2009. Till date the work is still to go a long way and it seems that the project is going to miss its deadline. In June last this year, Ering had visited Dambuk assuring the people that the bridge will see its completion by March 2014.
However, the work on several pillars of the bridge is still far from being completed, says Dambuk Anchal Chairperson Tokbom Saring demanding for early completion of the work.
People in Dambuk every year during monsoon season faces road communication problems caused by flooding waters from Sisiri and Dibang River. Therefore, there has been strong demand for early completion of bridge work over river Sisiri.
Further adding to the delay is the work on approach road from Dambuk and Aohali towards the bridge site, which is yet to start. As per sources, the work is being held up due to non issuance of necessary clearances from Ministry of Environment and Forests (MoEF).
To tide over the communication crisis temporarily, the Dambuk Anchal Samity suggested for a temporary bailey bridge over river Sisiri. This will provide relief to commuters’ at least during winters so that they are not forced to pay taxes for crossing the bridge built by private parties.

The recently concluded second International Tourism Mart at Tawang organized by the Ministry of Tourism government of India to promote tourism sector of Northeast region particularly Arunachal Pradesh was indeed a redemption for the “ land of hidden paradise” (Arunachal Pradesh)’s tourism sector in marketing its potentials across the globe.
As Tourism Parliamentary Secretary PD Sona clearly mentioned that Arunachal Pradesh cannot be regarded as hidden paradise any more rather it is one of most sought after tourist destination in the world, he proudly proclaimed it while appealing Bollywood actor Vivek Oberoi to be part of tourism promotion of the state during Tawang Festival Curtain Raiser Programme.
Needless to say about the mystic beauty of Tawang and Arunachal, as ours is the land of snow clad mountains, perennial waterfalls, cascading streams, lush green valleys, colourful festivals, exotic flowers and unique arts and craft and rich culture and heritage etc. In our own eulogy we would unhesitatingly conclude “the beauty of Arunachal beckons tourists”, as the life in its all vivacity leapt out at every foreign and domestic tourist.
Moreover, the beauty of our land casts spellbound over every tourist (foreign and
domestic) who happen to land, many screamed out their heart with joyfulness after
having glimpse of Tawang and its wall like surrounding mountains. As an Australian

As the state tourism department has been hobbling through to achieve its goal, the bottle neck communication and poor management of infrastructures are the technical glitches which apparently remain as pain in its neck. In fact more areas are needed to be taken care of, apart from the promotional spree in the national and international arena.

ITANAGAR, Oct 25: Talent Search 2013 organized by All Arunachal Private Schools Association (AAPSA) and Sahodaya, Itanagar was inaugurated by Lok Sabha Member Takam Sanjoy in presence of Deputy Speaker Jomde Kena and MLA Khamtok Lowang at Don Bosco Higher Secondary School, Jollang today.
Talent Search, the 5th of its kind, an initiative of AAPSA provides a healthy platform for the students of the private schools of the State to showcase their talents and get enriched through healthy competition. Speaking on the occasion, Sanjoy exhorted the students to keep pace with the changing world and said, “I am a jack of all trades and master of none. However, today it is not enough to know a lot of things somewhat; one should really be a master. Talent Search is a platform for students to really excel in the talents they have.”
Sanjoy lamented the present day tendency among students to overrule the teachers and said, “We need to get back to the roots of education and give teachers, principals and heads of institutions their rightful place of honour and respect.”
The MP also called upon the students to take it to heart to learn English as well as Hindi seriously and be effective leaders of India which has its uniqueness arising from the presence of various races, languages and cultures.

Illegal sand and boulder mining continue in East Siang

RUKSIN, Oct 25: Despite ban on mining of sand in river beds across the country by the National Green Tribunal (NGT), this illegal activity is being carried out in Arunachal Pradesh without any hesitation.
Sand mining and boulder excavation have many devastating traits. It destroys the river beds, changes the course of the river, causes flood as well as erodes the banks. As such the ban on sand mining has generally been welcomed by all.
Disobeying the ban on sand mining, the trade is flourishing in parts of East Siang,
especially in Debing area under Ruksin sub-
The Debing area, beside the Rajakhana in its downstream, has been very badly affected by the amount of sand mining carried out by some vested businessmen of the area.
Some villagers confirmed that the exercise was being carried out by taking the consent of the whole village, yet the affects by the changing water flow is discounted.
While visiting river sites of Rayang and Debing area today, this correspondent saw rude and unscientific extraction of boulders, gravels and sandy materials from the riverbed. The Yeglong, Rayang, Jonekorong and Debing rivers are gradually changing its course towards the left bank. It is going to erode the left bank to make out space for its new course.
Indiscriminate extraction of boulders and sand gravel from Debing river bed is forcing the river to change its course which may pose great threat to the people living at downstream in near future.
The river is changing its course towards its right side which is affecting a large portion of fertile land under Ruksin circle, eroded the Beat Out Post (BOP) of Arunachal Police Battalion last summer.
The local villagers have expressed serious concern over unscientific quarrying rampant in the river bed for the last several years which has resulted in change of course of the river. Though the matter was brought to the notice of the authority concerned there had been no action to prevent the illegal activities.
Kaling Moyong, an Anchal Samity Member of Debing village said their people have been trying to control the sand mining trade, which going on unabated for a long time. But, some unscrupulous businessmen are habitually running the trade in the names of some leading persons of the area. Moyong doesn’t know whether royalty against the minerals collection goes to forest of mining department or not.

The proposed alignment plan has reportedly been not allowed to enter the Daporijo town instead it has been diverted to Dumporijo directly from a point one kilometer short of reaching Daporijo. This act of deprivation of Tagin will defeat the very purpose of the policy and objectives envisaged by the Government of India while conceiving the idea of providing road network facility to all,” he opined.
The meeting unanimously decided to appeal to the authority concerned to modify the alignment of the road (TAH) so that it touches Daporijo town. The meeting further decided to launch democratic movement if the demand was not met.
SSC organizes awareness prog on energy conservation
ITANAGAR, Oct 25: Sitam Sicho Society (SSC) organized awareness programme on energy conservation and use of renewable energy at Govt. Degree College, Yachuli yesterday.
Attending the programme as chief guest Yachuli Additional Deputy Commissioner Yowa Topu highly appreciated the initiative taken by BEE, APEDA and Sitam Sicho Society and advised the participating students to practice the energy conservation methods imparted by resource persons.
Principal of the college Dr. Hage Lasa also attended the programme.
The resource persons were Deputy Director, APEDA, Yachuli Division Bengia Tadap and Project Officer, APEDA, Koloriang Hina Ajan Nabam. The programme was coordinated by Dr. Upen Techi Tara, Assistant Professor.
An interactive session was also held between the students and resource persons to clear doubts.

The DC advised the participating students to practice simple energy saving tips in their home, school etc by switching off the light as and when not in use and opt for renewable energy as an option.
Likha Tatam, Secretary, Sitam Sicho Society expressed gratitude to Bureau of Energy Efficiency and Arunachal Pradesh Energy development Agency for giving an opportunity to be associated in this noble initiative and appealed to the participating students to practice energy conservation methods and also to propagate the same to their friends, families, relatives etc to conserve energy by using renewable energy as much as possible because fossil fuels are estimated to be exhausted within this century.
The Secretary, Sitam Sicho Society strongly urged Govt. of Arunachal Pradesh to give more emphasize on renewable energy which is abundantly available in nature by enacting Renewable Energy Policy in the State of Arunachal for sustainable development.
The students of Padi Lailyang Memorial School, Ziro and Frontier School, Hapoli participated in the programme and also they interacted with the resource persons.

NBCC has a poor track record in Arunachal: AACWA
ITANAGAR, Oct 25: Claiming that National Building Construction Company (NBCC) has a poor track record in Arunachal Pradesh, All Arunachal Contractors’ Welfare Association (AACWA) has strongly opposed the state government’s proposal to involve the construction company in the recently announced Rs. 819 Crores package under Ministry of Rural Development.
NBCC has a poor track record in the state and the construction company has fled the state leaving many projects undertaken by it unfinished, the AACWA claimed.
Advocating for shouldering the task to state RWD, the AACWA stated that the state RWD department with enough men power, machineries and technical expertise has been successfully implementing the PMGSY road and bridge schemes in the state.

ITANAGAR, Oct 25: Chief Councillor of Itanagar Municipality Higio Aruni has assured all possible help from her side and Itanagar Municipal Council in fight against HIV/AIDS in the state capital.
Attending a one day advocacy and sensitisation programme on HIV/AIDS for the counsellors of Itanagar Municipal at Naharlagun today, the chief councillor sought help from all the stake holders to control the epidemic. She also expressed serious concern over the rising trend of HIV cases in the state capital which has gone upto 124 out total 213 reported in the state.
APSACS Project Director Dr. S Kakoty in his keynote address urged all the municipal counsellors in the state capital to include HIV awareness programme in all their public speech so that people become aware of HIV.
Attending the programme as the Resource Person, Dr. L Jampa, State Epidemiologist, through PowerPoint presentation highlighted the origin of HIV and present scenario of HIV at state, national and global level. He also highlighted the routes of HIV/AIDS transmission and its prevention. He asked people to do away with the myths and misconception of HIV.
APSACS Deputy Director (IEC) Tashor Pali stressed the roles and responsibility a counsellor can play in HIV/AIDS prevention. Being Public leader, counselors can motivate people to remain safe and also organize awareness campaign involving volunteers, he said.
“Municipality body can also incorporate HIV/AIDS topic in all public rallies and meeting at the same time also sensitize their staff under Municipalities on HIV/AIDS. They can also incorporate HIV/AIDS actvity in ongoing schemes/Programs by including IEC activity on HIV/AIDS in house publications,” he added.
Earlier, on the occasion, Yumrin Nokpka, Generel Secretary of Arunachal Network of Positive also shared his experience of living a positive life. He urged everyone not to discriminate people living with HIV while expressing his commitment to work for the cause of HIV prevention.
“There should not another Yumrin Nokpa in the state while urging everyone to remain safe,” he added.

A welcome step
Dear Editor,
Through the column of your esteemed daily, I would like express gratitude to Chief
Minister of Arunachal Pradesh Nabam Tuki for being kind enough to introduce the concept
of “House Rent Allowance” (HRA) for the first time in Arunachal Pradesh for the state
government employees vide No. FIN/E-
01/10/2013. Let’s put up our hand for all those behind the scene people who were directly or indirectly responsible for materializing this landmark order.
Although the central government and the central PSU employees were availing the above facility since long time back, but it is for the first time that the Arunachal Pradesh state government employees shall be enjoying the above facilities at par with their central government counterparts. This act of magnanimity on the part of the state government has proved that the present government under the leadership of Nabam Tuki is indeed a people friendly government and that it is very much alive to the pain and agonies of its people.
The fact that huge number of government employees are deprived of suitable government quarters and hence are living in the rented accommodations in all over the districts of the state in general, and the capital city of greater Itanagar in particular has been gracefully accepted by the Chief Minister in the floor of the state Assembly on 21/09/2013. Now, this act of sanctioning of HRA for the state government employees is a befitting step towards mitigating the woes of its employees and it shall surely provide some respite to the state government employees, who are otherwise shelling out exorbitant amount of house/room rents every month from their hard earned monthly salaries.
With Dussehra, Eid and Diwali, October and November is the months of festivities; and at this hour of spiritualities, celebrations, lights, colours and joy all around, the government couldn’t have given better festival gift to its employees than the sanctioning of HRA. I am sure the state government employees shall reciprocate this noble gesture of the government positively by rededicating themselves to their duties with more vigour for the larger interest of this state as a whole.

The government of India under ministry of Tribal Affairs had sanctioned an amount
of Rs. 12,49,00,000.00 (Rupees Twelve crore forty nine lakhs) for the construction
of RCC double storey ST Girls Hostel for 40 boarders in 10 schools under Palin block
in Kurung Kumey district. The construction was carried out by PWD, Palin Sub-
An amount of Rs. 6, 24, 50,000.00 (Rupees six crore twenty four lakhs fifty thousand)
was released vide order no. SWCD-
In this regard, we the member of Arunachal Against Corruption (AAC) had complained to the secretary, Department of Social Justice & Tribal Affairs, who had then ordered vide no. SJTA/100/2013 dated 5th June 2013 to the Deputy Commissioner, Kurung Kumey to submit the fact finding report within one month, subsequently reminder letter and order no. SJTA/100/2013 dated 22nd August 2013 and 7th Sept. 2013 have not yielded any report till now.
It's been more than four months since the enquiry report was ordered to the Deputy Commissioner, Kurung Kumey for submission to the secretary, Social Justice & Tribal Affairs. The long period deliberately given have been used for erection of some sub standard structure in some schools. In this meantime we are subjected to intense pressure of intimidation and lure of money to withdraw the complaint.
We therefore call upon the Deputy Commissioner, Kurung kumey to immediately submit its facts finding report, lest, we would be compelled to launch vigorous democratic movement and litigation in hon'ble high court.

For example, education minister talk about quality education almost in every public gathering but everybody knows about reality better than me. Many societies/organizations have been raised many questions regarding our education system through readers forum. Without infrastructure like Lab, Library, bench, desk, classroom, teacher, book so on, how education minister can talk about quality education without these facilities, you tell me can it be happen?

Both sides are keen to ensure that the spat does not derail a general warming in relations. This event is welcome news for people of Arunachal. The incident of incursion inside Arunachal territory by Chinese army had given heartache to many citizens. The fear of repeat of 1962 like situation does not augur well for our state. Arunachal need to catch up with rest of the world in terms of development and therefore we have to create congenial atmosphere to attract investment. It is hope that visit of Prime Minister Manmohan Singh to Beijing will soothe the relation between two nation which will directly have impact on state like ours which shares international boundary with China.
